Improving the Infrastructure in Urban Areas
We should lay stress on the construction of communication pipe network, wastewater and rainwater pipe network, wastewater treatment, water supply, power supply, gas supply, transit, disaster prevention and reduction within the rural area. We should complete the construction and modification works of wastewater and rainwater pipe network in Jinhuaqiao, Cuqiao and Jitou Town. We should also improve the traffic and transport network, construct and expand major road for more than 150 kilometers. By the end of “the 11th Five-Year Plan”, the traffic capacity in Wuhou District will be significantly strengthened, the road network structure is more rationalized, building a urban road network, management and maintenance system in city and countryside.

Ameliorating the Environment in Urban Areas
Comprehensively improving the environment in urban environment. We should intensify the comprehensive improvement of urban environment, solidify and enhance the fruits of example city for environment protection nationwide. We should strengthen the management of areas along the Jinjiang River, the Qingshui River and the Jiang’an River and improve the channel and management mechanism. We should consolidate the environment protection consciousness and increase the investment in environment protection, ensuring the investment index for environment protection not less than 2%, raising the quality for environment protection and well controlling wastewater, waste gas and waste solid and enhancing the environmental carrying capacity.

Creating a three-dimensional afforestation system. We should strengthen the construction of afforested public area, carry out engineering including urban forest, garden greening and afforestation in residential areas and increase area for greening. We should construct a strip green corridor along the Jinjiang River, the Qingshui River and the Jiang’an River and the Third Ring Road. Based on the three theme parks of the Jinjiang River Park, the Qingshui River Park and the Jiang’an River Park, we should strengthen the construction of urban ecological environment. We should give full play to the afforestation superiority of parks and places of interest, advocating construction of landscape style unit. We should actively promote patch greening in residential areas, small squares and small amusement park. We should regulate the development of real estate, advocating developers to construct ecological residential area, growing roof and wall greening, ensuring the coverage rate of greening to reach to or exceed the city standard.

Implementing New Urban Redevelopment and Construction of New Administrative District
Implementing new urban redevelopment. Taking the comprehensive improvement of SBD in Renmin South Road and “five residential areas” as the focal area, guided by the plan and the principle of marketization operation, we should emphasize the scheme packaging for projects and strengthen the pertinence and effectiveness of attracting investment. We should highlight the guide and control functions of the plan, further improving and modifying the plan of urban construction and land use in Wuhou District, carrying out the construction project according to specification and strictly prohibiting repeated construction in low level and illegal construction. We should put the peasant house removal in town reconstruction and land transfer into new urban redevelopment, speeding up the construction of new peasant residence and bring about remarkable changes in rural areas.

Moving out the administrative center. We should move the administrative center of Wuhou District outside the Third Ring Road, corresponding to construction requirement of Chengdu general plan. We should make the first-phase preparations, carefully planning and demonstrating for the construction of the administrative center, consolidating the control to the neighboring areas and completing the construction of the administrative center. We should communicate with and coordinate with related authorities to plan in advance, making full preparations for moving out Taipingsi Aerodrome during “the 11 Five-Year Plan”. 

Enhancing the City Management Level
We should adhere to putting adequately pushing city and country integration into the city management work, innovating administrative regime and establishing a mechanism for long-term and constant city management, we should give full play to communities in the city management and push forward the development of city management to the community level. We should accelerate the construction of network city management commanding platform all over the district, promoting the city management to detail, digitalization and network. Taking improving and implementing systems as the breakthrough, we should further intensify the city management work for the appearance of small street and continue to improve the whole image of the city.
