Under the leadership of the District Party Committee, supervised by the Standing Committee of the Wuhou District People’s Congress and supported by the Wuhou District People’s Political Consultative Conference, the District Government should carry out, compile and implement “The 11th Five-Year Plan on Industrial Development Plan of Wuhou District, Chengdu City” and “The 11th Five-Year Plan on Government Driven Project Plan of Wuhou District, Chengdu City”. On the basis of annual development plan and major construction project arrangement, we should implement and practice all objectives during “the 11th Five-Year Plan” step by step.

The plan and projects are guarantee for us to push forward the development of economy and society and realize the objective task all around. To complete all tasks of “the 11th Five-Year Plan”, we compile the two special plans, in which the former puts forward the development layout and focus of “one park, six parks and two belts” while the latter clearly sets forth plan of government driven projects and project proposals for investment.

Improving Mechanism and Strengthening Supervision
We should establish a normative medium-term evaluation mechanism, timely summarize the development of economy and society in different stages and earnestly solve difficulty and problem in the process of implementation. The development objectives should be formulated in all departments and streets, increase the development measures and ensure a full completion of all objective tasks in Wuhou District during “the 11th Five-Year Plan”.
