Competitive Industries Catalogue for Foreign Investment in Central and Western Regions ([2000] No. 18), jointly formulated by the State Economic and Trade Commission, the State Development and Planning Commission and the Ministry of Foreign Trade and Economic Cooperation and approved by the State Council, is hereby released and comes into effect as of the date of promulgation.

June 23, 2000To implement the strategy for developing West China, encourage introducing foreign investment, import advanced technology and device, develop enterprises with competitive advantages and advance technology in central and western regions, promote the optimization and upgrading of industrial structure, and enhance the overall quality of economy in central and western regions, the catalogue is formulated according to the state industry policy.
Based on the conditions in central and western regions, the catalogue introduces industries and products with outstanding advantages in terms of environment, resource, labor, production, technology and market. By proactively and effectively introducing foreign investment, advanced technology and equipment, modern operation and management modes, as well as encouraging these industries and products, central and western regions have evolved into economic growth point with local characteristics, and push forward the transformation and enhancement of industrial structure, technological structure and economic structure. Meanwhile, these industries and products are also those supported and encouraged to develop by the state industry policy.Construction projects by foreign investment in the catalogue will enjoy all policies of encouraged projects of Provisions on Guiding the Orientation of Foreign Investment and related preferential policy of Circular of Advice on Further Encouraging Foreign Investment by the Ministry of Foreign Trade and Economic Cooperation, et al, Forwarded by General Office of the State Council.
Projects under construction before the catalogue takes effect is executed in accordance with relevant policies herein.
When approving foreign investors to invest in central and western regions according to the catalogue, the authorities concerned shall overall implement the state industry policy; strictly in accordance with related law and regulation of the state, according to the power of examination and approval and procedure, we shall pay attention to the enhancement of the technological level and improvement of the product structure and to the rational utilization of resources and protection to the ecological environment as well, avoiding repeated construction and blindly expanding production capacity.
In line with economic development and market climate change abroad and home, the catalogue will be modified and revised.
